KDE applications have a "report bug" option in the help menu. 
However KDE developers are angry if they get Gentoo related bugs in their 
tracking system. I think pathching all KDE applications enabling them to 
file a bug report into the gentoo bugtracker would be very useful. 
We could have two options in the help menus: 
"report bug to bugs.kde.org" and "report bug to bugs.gentoo.org".

My answer is a no, it would bring benefits for a very small number of cases 
while requiring a lot of work, and potentially causing more annoyances than 
those that it is intended to solve.
