AFAIK, the KEYMAP variable is now to be set in /etc/conf.d/keymaps . For example, this is correctly mentioned in the utf8 guide. Please see Bug #95542. Seems the UTF-8 itself needs to be updated with baselayout 1.11.x going stable. Please do not attach emerge info to documentation bugs, as it serves no purpose :)
