The current ncmpc ebuilds in portage does not have any use flags, and does not
include all possible features of ncmpc when compiling. To be concrete: For
example it is missing the clock screen and the (experimental) search screen.
Therefore I took the time to learn how to make ebuilds and made a new one for
ncmpc, based on the current ones.

I have tested it:
- the screen-clock+screen-search flags are working like they should.
- The mouse itselfs never works for me, whatever I do (even with manually
compiling) so that is probably an (unrelated) problem at my site.
- I have no idea how to test the debug,no-nls and the no-raw-mode options.

I took those options from the ./configure --help information of the ncmpc-0.11.1
version, therefore, logically, they should work. I can confirm that the ebuild
always compiles on x86

Tested, always compiles on x86. Cannot guarantee that every use flag does what
it is supposed to do
