/usr/bin/msgfmt  -o subversion/po/de.mo subversion/po/de.po
usage: msgfmt [ -dv ] [ - ] [ name ... ]
subversion/po/de.mo: No such file or directory

These are the packages that I would merge, in order:

Your msgfmt binary is apparently broken. It should come from the
sys-devel/gettext package (I have version 0.14.4). Could you try to remerge that
package?
