I use XFCE on X-less wayland system, with labwc as window manager. Without USE=X the xfce-base/xfce4-settings does not provide xfce4-keyboard-settings tool. Previously I was able to set the layout in ~/.config/labwc/environment config file. Since one of the last updates, the file is not used anymore. Now the file ~/.config/xfce4/labwc/environment is used. It is possible to set the value temporary and reload the config using labwc -r, but after reboot the file is back to previous state. Found the workaround. Create the ~/.config/xfce4/labwc/lock file avoid the override the configuration. Now I am able to manage the settings again manually. The code related code is in script /usr/bin/startxfce4 provided by xfce-base/xfce4-session-4.20.2
