Bug 95542 – UTF-8 HOWTO is out of date

Documentation at  - http://www.gentoo.org/doc/en/utf-8.xml is out of date for the new baselayout. I am not sure as to the full extent of where things differ, but at least the /etc/conf.d/keymaps change is no longer necessary.

remove the bit about appending -u to the KEYMAP variable in conf.d/keymaps and
refernces to the baselayout version as 1.11.x is now stable and users should get it

This was discussed in a different bug somewhere; don't know the id though.

The fact is, that with all-but-newest baselayout the -u thing causes a few
warnings. So, I'm all for it being removed from the UTF-8 guide.
