Your GENTOO_MIRRORS setting is probably pointed at a stale mirror. I suggest removing GENTOO_MIRRORS from make.conf to use the default (distfiles.gentoo.org).
I don't know why, but Werner seems to always update the sigs like a week or so after releases.
