The portage manual describes a method through which the portage tree can be
updated via anonymous CVS. However the CVS server given (cvs.gentoo.org) has
been refusing connections for quite a while now (at least several weeks...
possibly several months).

Suggested resolution is to either:
  1) Correct the documentation, if anonymous CVS access is working but through
another host;
  2) Enable CVS access if the instructions are correct, but the service simply
isn't working;
  3) Alter the documentation to not mention anonymous CVS access if this method
is no longer supported.

Personally, 1 or 2 are preferable but I understand that there may be overriding
considerations that mean these are not practical.
