emerging transcode fails. It depends on libquicktime which fails. 
 

Reproducible: Always
Steps to Reproduce:
1. emerge sync 
2. emerge transcode 
 
Actual Results:  
Calculating dependencies  /usr/lib/portage/bin/ebuild.sh: line 31: 
built_with_use: command not found

Expected Results:  
There are two errors I do not understand: 
 
* I guess build_with_use is a part of portage, but why is it not found? 
 
* Where do I need xv support? In what program?

cant reproduce that behaviour.

* Where do I need xv support? In what program? -> xorg-x11
