Post intallation, this message gets printed:

 * To start and use dictd you need to emerge at least one dictionary
 * from the app-dicts category with the package name starting with
 * 'dictd-'. To install all available dictionaries, emerge
 * app-dicts/dictd-dicts. dictd will NOT start without at least one
 * dictionary.
 *
 * If you are running systemd, you will need to review the instructions
 * explained in /etc/dict/dictd.conf comments.
 *
 * (Note: Above message is only printed the first time package is
 * installed. Please look at /usr/share/doc/dictd-1.13.1/README.gentoo*
 * for future reference)

Which is saying that you can emerge a package called
"app-dicts/dictd-dicts" to install all available dictionaries.

That app-dicts/dictd-dicts package does not actually exist.
