Version 1.82 is not existend anymore on the source server (debian.org), therefore installation fails. 1.81 works fine and I can see the file on the server, 1.82 fails with an 404 and I also can't see the file on the server. 
Seems to be the case for all mirrors

The file still exists on Gentoo mirrors. Please fix your GENTOO_MIRRORS setting.
