I've looked for this bug at the proftpd site and found development bug #470 
in version 1.2.0rc3.  Couldn't find anywhere it had been resolved or that 
it exists anymore.  At any rate if I add the line -

MaxClientsPerUser 1

in /etc/proftpd/proftpd.conf I get the following error -

- Fatal: unknown configuration directive 'MaxClientsPerUser' on line 29 of 
'/etc/proftpd/proftpd.conf'.                                                
    
I'm running version 1.2.5-r1 of proftpd

Works fine with newest version.
