Reproducible: Always

Steps to Reproduce:
1. set POLICY_TYPES to nondefault value
2. emerge -g sec-policy/selinux-base

Actual Results:
POLICY_TYPES is not considered, default types are installed

Expected Results:
Types listed in POLICY_TYPES are installed

I doubt that it is feasible to change POLICY_TYPES for a binary package. I would think that you need to rebuild it from source.

POLICY_TYPES should be a USE_EXPAND.
