This doesn't appear to need to be RDEPEND (to my untrained eye)

No, it certainly isn't BDEPEND as gobject-introspection is meson.

The question is whether it's stale (and should've been BDEPEND in the past) or whether it's needed in RDEPEND for reverse dependencies.
