cElementTree is a faster and more memory effecient version of the normal
elementTree. The ebuild is pretty much exactly the same as elementTree, except
there is a dev-python/elementtree dependancy added.

Steps to Reproduce:
1. emerge cElementTree

Actual Results:

Expected Results:
