When emerging net-firewall/iptables-1.8.11 or sys-libs/readline-8.2_p13-r1, during configure, install segfault when tested:
install[28063]: segfault at 55cb34612 ip 00007fa38c55ff8a sp 00007ffc16346d30 error 4 in libc.so.6[7fa38c4eb000+156000] likely on CPU 3 (core 1, socket 0)

Copying /usr/bin/install from another x86_64 box lead to successfull emerge of all packages

Could you try rebuilding with simplified CFLAGS/LDFLAGS? For example:

CFLAGS="-O2 -pipe"
LDFLAGS="-Wl,-O1 -Wl,--as-needed"

I have already tried with CFLAGS="-O2 -pipe" (without the march=native), same problem. I will retry with LDFLAGS as requested.

No change with simplified FLAGS.
downgrading to sys-apps/coreutils-9.4-r1:0 stilll exhibit the problem.

I would guess that your toolchain (gcc) is broken somehow.
