I've got the same error,
after reading the forum about a mysql problem I tried to set -tcpd USE flag in
/etc/make.conf instead of the tcpd flag I had and compile worked...

it seems that package tcp-wrappers doesn't make a libwrap.so should it ? or is a
missing dep??

did you guys install glibc-2.3.1 before openssh3.5p1 ?

e-mails on the gentoo-dev mailing list point me to the libwrap.a library 
 
if you just install glibc-2.3.1, then you need to rebuild all static libraries 
(pretty much ;D) 
 
in this case, re-emerge tcpwrappers and then try to emerge openssh again

I re-emerged tcp-wrappers and then emerged openssh-3.5_p1, which fixed the
libwrap error.
