OpenRC doesn't set sysctl options such as 'net.ipv4.ping_group_range', but provides a service which will process options in '/usr/lib/sysctl.d'. By default, systemd configures this option, allowing non-root users to ping without needing to use a cap_net_raw=ep. If this option were enabled on all Gentoo systems, the ping binary may no longer need that added capability.
