webapp-config at the moment supports only apache-basic as a server. 
 
It would be great if it suported other web servers (yes, there is more to server 
up http than apache).... lighttpd springs to mind (since its what I use).

It does; the apache-basic module works fine with lighttpd, and all the other 
webservers we have in Gentoo.

Well, in that case, why the heck does it have a config option called 
VHOST_SERVER.

From the config file itself

# what web server are you using?
# your choices are:
#
# apache-basic

So, this implies that it only works with Apache.

If, as you say, it works with other web servers, then consider droping that 
unnecessary VHOST_SERVER setting, change the comments in the config file, and 
say so in the man pages.

It has that option because two years ago we thought we might need it.  And we 
might need it still to support other Linux distros.

Well, you could at least change the comments in the config file... becaue its quite misleading (it gives the 
impression that it only works with Apache).
