New openrazer archive add support for new device (BlackWidow V4 X). Regenerating the manifest fixes the problem.

Regenerating the Manifest will accomplish nothing; you will get exactly the same distfile back from github until a version bump happens.

If the description here is correct and the upstream force-re-tagged the sources then this would be a terrible situation!

Maybe you mean that there is a new release?

Download the new archive before regenerating Manifest from https://github.com/openrazer/openrazer/releases/tag/v3.8.0
