Using ondemand power governor the displayed frequency the current value but not
the maximal frequency. Better using the files under /sys:

n22 /etc # grep MHz /proc/cpuinfo
model name      : Intel(R) Pentium(R) M processor 1700MHz
cpu MHz         : 598.206
n22 /etc # cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq
1700000

I don't think it's up to me to decide which value (maximum/current) should be
displayed here. Please contact the upstream author if you want get this changed.
