I'm not sure if this should be considered a bug, but I think it might be worth the discussion.

After the recent perl update depclean cannot resolve dependencies due to missing bdeps. I think portage should be able to deal with such a situation.

I don't think it really left your system inconsistent. It's that you had build dependencies installed for some things and not others, and that then prevents a depclean.

i.e. It might be a form of inconsistency but it's by design and anything else would be far worse UX?

In the logs attached above, first I run whats in full-world-update-binhost.log.

Then I run depclean which reports depcelan.log

What's missing is reported in full-world-update-nobinhost.

i.e. I don't think it's really a bug, you should use --with-bdeps=y here (as depclean's error indicates), although I could see an argument that it goes poorly with subslot deps...

But shouldn't portage have updated the bdeps I already had installed?
