This seems to be a gentoo-specific problem.  The jevents.py script supports a specific list of architectures (which does not include arm).  The upstream makefile is written to check if the architecture is supported but if USE=python the ebuild adds NO_JEVENTS=0 on the make command line which effectively disables all of this and the build system will run jevents.py unconditionally.

The previous stable version perf-6.3 does not force the configuration in this way and installs without any problem.

By setting NO_JEVENT=0 in the environment (instead of on the make command line), the makefile logic to run jevents.py only on supported architectures is allowed to work as expected.
