I tried installing SIM 0.7 by using the ebuild but it didn't install any binary.
No errors occured when compiling.
I did ebuild steps fetch, unpack, compile, qmerge without error but no binary
installed.

could you run this: 
`emerge sim >& simlog` 
and then post that simlog file as an attachment

Bug still exists in new upstream version 0.8!

I already sent in a functional ebuild (bug 9567). All you forgot was the
install-part in the ebuild.
