I'm not sure if this is a xmms problem or not (more probably gnome), but since
I'm experiencing it in xmms, I'm posting it as is.
When I try to open a file (playlist, mp3, whatever), the files which have
accented characters (in utf-8) show the two bytes instead of the correct
character. See the URL to see what I'm trying to tell.
xmms doesn't seem to have any relevant USE flags, perhaps it's some other gnome
package that should have been compiled with +unicode or some other flag.
I'm running all the system in UTF-8, no problem at all. LANG and every other
LC_variables are set to 'en_US.UTF-8'.

Reproducible: Always
Steps to Reproduce:
1. open xmms
2. open file
3. browse to a directory where there are accented filenames

Actual Results:  
Unicode garbage (double bytes)

Expected Results:  
The correct file name.

I can second that. And it is not a gnome problem since I'm using xfce.

Err.. I mean gtk, not gnome.
It seems xmms is not linked against gnome libs, just gtk and company.
Anyway, it doesn't look like that dialog box is used solely by xmms, but most
likely it's shared by gtk applications. Most probably a gtk problem, not
specific to xmms (though I can't remember of another program _here_ that
displays a similar dialog).

This is a known bug. gtk1 doesn't handle fine utf8. Reopen if you come up with a
patch to fix this issue.
