I better write this bug before I forget about this proposal:

So recently the QA team went through ::gentoo tree updating packages that misused the 'lto' use flag. While we do have https://devmanual.gentoo.org/general-concepts/use-flags/index.html#when-not-to-use-use-flags documented which explicitly mentions the use of lto, I feel like the specific rule for "lto" is better written in the official QA policy page:

To help linking the exact section to our contributors and confused members in the Gentoo forums, since "lto" is a hot topic right now.
