in the format->document dialogue, there are (among others) german, ngerman (german with new orthography) and austrian available, but not naustrian, although there is a LaTeX class in $TEXMF. This is a bug in lyx. It requires upstream to incorporate it into lyx. So either you will have to provide a patch for it or file a bug upstream at lyx.org. If you manage to create a patch, please reopen this bug.
