It can't find "openrc" because "openrc" probably isn't there:

> sys-apps/openrc-navi

I'll work out what to do with that.

Resolved in https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=6f0207157c37f496b1c8ad8ab9394f6c5e6e9b54 by dropping the "bad" version of openrc-navi.
