I get the following error reinstalling =texlive-core-2023-r9:

Downloading completes after updating GENTOO_MIRRORS in /etc/portage/make.conf as a workaround

Correct me if I am wrong, but your issue seems to be that you had no valid GENTOO_MIRRORS set?

Yes, fetching the tarball directly from SRC_URI (https://mirrors.ctan.org/systems/texlive/Source) fails if no other valid Gentoo mirrors are set.

I had set http://tux.rainside.sk/gentoo/ as GENTOO_MIRRORS which didn't have the tarball while other Gentoo mirrors work fine.
