kconfig is standalone implementation of the Linux Kconfig parser and frontends

Upstream and in Debian the software module is named kconfig-frontends.
As it also includes the parser library, and as categories allows having both kde-frameworks/kconfig and sys-devel/kconfig atom, kconfig was chosen instead of kconfig-frontends.

updated patch file that adds ebuilds to gentoo tree

 * Package the tarball version (from 4.11.x git branch) instead
   of packaging 20170527 version (from master branch).
   [hyl]conf.c files are generated but the prepackaged versions
   dont work. So these are removed in src_prepare so to force
   their autogeneration.
 * change live version from 99999999 to 9999
