Bug 93455 – ati-drivers-8.13.3 need to be added

ati-drivers-8.13.3 where released last week but only seems to be relevant for  
Xpress 200 series products (Motherboard with ati Graphics). Since they changed 
something in their fireglcontrol (nothing important, just some not needed 
lines) I've updated the patch.

Yes, as I said before: It is only useful for users with Xpress 200 series 
products. Hardmask it or make a special useflag or something like that for the 
ebuild....dont know how it should be done without a hardmask

Hmm ok, looks like I underestimate that fact, I thought it was just an update
adding Xpress200 support but seems not.
