I had the same error on a minimal debian and fixed it by install perl package, maybe the bootstrap script should build perl before this package in order to not rely on the perl for host system. The error is at the end of the log: Can't locate open.pm in @INC (you may need to install the open module) (@INC contains: /usr/local/lib64/perl5 /usr/local/share/perl5 /usr/lib64/perl5/vendor_perl /usr/share/perl5/vendor_perl /usr/lib64/perl5 /usr/share/perl5) at /home/vagrant/gentoo-prefix/var/tmp/portage/sys-libs/libxcrypt-4.4.36-r3/work/libxcrypt-4.4.36/build-aux/scripts/expand-selected-hashes line 20.
