requires version bump to >=7.3 to solve dependency issues

Actual Results:  
dev-python/sphinx-7.3.7 conflicts with <dev-python/sphinx-7.3

Expected Results:  
Successful emerge of dev-python/sphinx-7.3.7 and pydata-sphinx-theme
