>=dev-vcs/fossil-2.24 now depends on dev-tcltk/tcllib to run JSON tests. dev-vcs/fossil supports riscv, but can't run JSON tests on riscv since dev-tcltk/tcllib is missing the keyword.

While missing the library is nonfatal for the test suite, it means a large swathe of tests isn't run for riscv.
