ci has reproduced this issue with version 2023_p69727-r1 - Updating summary.
Why am I in CC here? The only thing that I've touched is the LICENSE variable, which obviously cannot cause this failure.

I assume because your revision bump due to the LICENSE change caused the tinderbox to check this package again. And the last user who touched an ebuild is automatically added to the bug, which is in many cases, but unfortunately not in this one, sensible.
This was fixed with cc5f4511b43b ("texlive-module.eclass: check if texmf-dist/doc/man exists").
