Following #930632, I realised we still needed ppc64 keywords to cover ppc64le. Weston is needed by gtk[test]. I have temporarily masked that while we sort this out.

13.0.0-r2 wasn't keyworded before, but earlier versions were, and the other arches are looking good, so I'm happy to just stabilise now.

Please test on ppc64le, NOT big endian.
