AFAIK the wine wayland driver does support Vulkan and basic OpenGL has been merged in official wine, although it isn't in Valve's yet.

And I doubt it will be until wine-proton-10, they do not rebase on the development versions and I doubt they have any interest in the WIP/experimental wayland driver at the moment to backport it when (good) OpenGL/Vulkan support is a focus for wine proton. So it's intentionally excluded until then.
There's already a rough ebuild note about this, and it's a goal to (likely) introduce the USEs in wine-proton-10 or 11 depending on situation. But in the meantime I think can just close this given this is pretty far away. If really want to experiment with the wayland driver I'd say use wine-vanilla or staging.
