It's written in crusty K&R C in 1998 and haven't had love of author since. If DBJ doesn't maintain this sidecar to his mail transfer agent, why should Gentoo? It also has multiple open bugs related to build process, bundles it's own reimplementation of standard library. Reproducible: Always
There's also no qmail in the tree. Does this program even works with netqmail or notqmail?
It *does* work with notqmail (and netqmail before that); but for all of your reasons and others, I think it should be last-rited.
