The copy of the file on distfiles.gentoo.org matches the Manifest.

You probably have a bad mirror configured in GENTOO_MIRRORS. Please find a better mirror or remove GENTOO_MIRRORS from make.conf.

Had same problem, caused by the internet filter enabled in my fritzbox:

Disabling the filter for my machine solved the problem.
