I tried to emerge x11-themes/crystal-0.9.2, and it failed on finding kdecoration.h. After a bit of poking around I discovered that the file resides as part of the kwin package, and crystal compiled fine after I had emerged kwin-3.4.0. 

I use a few kde apps with ion3, so I'm guessing most people weren't hit with this problem.

Reproducible: Always
Steps to Reproduce:
1. Try to emerge x11-themes/crystal-0.9.2 without kwin being emerged.

Actual Results:  
Crystal fails to compile when it fails to find kdecoration.h.
