systemd-utils build system appends -Wl,-z,now -Wl,-z,relro after user's LDFLAGS, thus is not possible to get a norelro build by using -Wl,-z,norelro
I don't feel this is worth filing bugs over. If there's a configure arg to allow just using the toolchain defaults, OK, but I don't think it's reasonable for us to spend time on patching stuff out like this - especially given these aren't just security features (BIND_NOW isn't). But also, what's the point, if we're going to say any bugs where someone disabled them are invalid for systemd-utils? I at least won't bother looking into them, and I doubt upstream will.
