According to the upstream Change Log

Version 2 introduced regressions from version 1.2.3
Specifically options to not cross filesystem boundaries when taking backups and to make a full backup when the "current" full backup becomes older than a specified amount.

These and other errors are fixed in 2.1.4. 

2.1.4 has been in portage for well over 30 days.

I keyworded 2.1.4 and verified that it does fix my observed issues.
