After upgrading from a 6.1.67 kernel to 6.6.13, the nfs service fails to stop a it can't kill the nfsd processes:

/etc/init.d/nfs stop
 * Caching service dependencies ...                                                                                                                                 [ ok ]
 * Stopping NFS mountd ...                                                                                                                                          [ ok ]
 * Stopping NFS daemon ...
 * start-stop-daemon: 8 process(es) refused to stop                                                                                                                 [ !! ]
 * Unexporting NFS directories ...                                                                                                                                  [ ok ]
 * ERROR: nfs failed to stop

I've verified that after rebooting to 6.1.67 the service stops correctly.

Reproducible: Always

Steps to Reproduce:
1. Boot to a 6.6 kernel
2. Attempt to run "/etc/init.d/nfs stop"

This happens with net-fs/nfs-utils-2.6.4-r1 but it still occurs if I downgrade to the previous net-fs/nfs-utils-2.6.3-r2

Some of the other related bugs seem to indicate that this is related to openrc. I should point out that, for reasons I won't get into, I've been running an old version of openrc (0.17) out of my local overlay for years now.

Indeed it's that then. FWIW, the whole 0.17 thing is really a silly meme given there's nothing interesting about that version. Earlier versions still had tmpfiles. So if it's about that, it's a misconception.

This still reproduces on OpenRC 0.53 and 6.6.16-gentoo:

This sounds bogus. First of all, there are no valid reasons to run an old version of openrc. Second of all, if you choose to incorrectly do so anyway it doesn't make logical sense to report bugs in it. Step up and develop that old version of openrc. Backport fixes for it so that your system actually works, because openrc 0.17 does not work but perhaps openrc-dexterng 0.17.1 would work.

Third of all, the reason you are almost certainly not mentioning is about tmpfiles.

Openrc requires tmpfiles support and you are trying to use an old version that vendored opentmpfiles instead of depending on opentmpfiles via an external package.

You are not escaping from tmpfiles by using an old version of openrc. Your system contains the code you are trying to avoid. The only thing you are doing is avoiding bug fixes for the code you have installed.

(Also you are confusing the bug tracker and support forums for no reason, which isn't great, but that is a separate point.)

I don't even understand why you want to use packages that vendor their external dependencies. This is not exactly standard for Gentoo, it's a QA violation.
