install-sci-libs_pcl-1.14.0.out

If dev-util/nvidia-cuda-toolkit-11.8.* is installed, it should use <=gcc-11 or <=clang-14.
If dev-util/nvidia-cuda-toolkit-12.3.* is installed, it should use <=gcc-12 or <=clang-16.
