The configure-script for komport offers no way to disable the usage of aRts. 

Thus, if you try to emerge komport without having emerged aRts, the komport configure-script will complain about the program mcopidl being missing.

Suggested fix is to mark aRts as a dependency of net-dialup/komport and remove the arts USE-flag from the komport ebuild.
