After merging vsftpd, there is no config file /etc/vsftpd.conf or /etc/vsftpd/vsftpd.conf.

Reproducible: Always

Steps to Reproduce:
1.emerge vsftpd
2./etc/vsftpd/vsftpd.conf is missing.
Actual Results:  
No config file is present.

Expected Results:  
A base config file should be present.

Additionally a config file in /etc/vsftpd/ is not recognized.
A config /etc/vsftpd.conf is working.
