New version of desklet-starterbar, yay, I made my first ever ebuild (although I just copied someone elses :))

Reproducible: Always
Steps to Reproduce:
1.Add a starterbar
2.You cant do anything to it so its useless. I have seen this happen on 3 seperate installs.

Actual Results:  
I decided it was time to add a new ebuild!

Expected Results:  
Worked
