The default URL specified in /etc/oinkmaster.conf is 404 
The one that I found for community rules for snort 2.3 is:
http://www.snort.org/pub-bin/downloads.cgi/Download/comm_rules/Community-Rules.tar.gz

fixed in oinkmaster-1.1. 1.2 has it fixed. - thankyou.
