       There  is a system wide configuration file @SYS_CONF_DIR@/@CONFIGFILE@ and user configuration files ˜/.@PACKAGE@/@CONFIGFILE@. When @PROGRAM_NAME@ is invoked by
       root, only the system wide configuration file is read. When invoked by an ordinary user, the user configuration file is read in addition. Settings from the user
       configuration file will take precedence over the system wide configuration.

The problem is that the ebuild zaps man page compression in

https://github.com/gentoo/gentoo/blob/1fb919b834b2ff3f0cdcbdd94402fd5e76dd7e50/net-fs/davfs2/davfs2-1.7.0-r1.ebuild#L38

and by doing so, also prevents upstream's sed that substitutes @VAR@ for the correct value in https://git.savannah.nongnu.org/cgit/davfs2.git/tree/man/Makefile.am#n54
