app-emulation/simh-3.11.1 is pretty outdated and ethernet isn't compiled in by default which makes it difficult to send or receive files from OpenVMS using simh-vax.

Looking on the simh website, their latest is 3.12-4. 

Also can we have simh-4.0 under unstable to track their development please?
